Recently, the National Development and Reform Commission and the National Energy Administration issued the Notice on Establishment of Incremental Distribution Business Pilots (hereinafter referred to as “Notice”), approving 105 projects, including Yanqing Intelligent Distribution Grid Project, as the first batch of incremental distribution business reform pilot projects.
The Notice specifies the scope of incremental distribution grid. In principle, incremental distribution grid refers to 110kV and below power grid and 220 (330) KV and below local power grid in industrial parks (economic development zones), but 220KV and above transmission grid construction is not involved.
According to the Notice, employers of pilot projects shall be the independent legal entities, holding qualifications and capabilities required for distribution grid operation and investment. Besides, they, with no poor credit record, shall be honest and law-abiding in operation.
The Notice shows that incremental distribution grid involved in pilot projects shall be connected with public grids. Except for local area grids and micro grids, aiming at encouraging to develop nearby consumption of renewable energy and promote energy cascade use, power generation enterprises and their capitals shall neither participate in investment and construction of special lines, through which power plants directly supply power for consumers, nor participate in investment and construction of special lines connected to the incremental distribution grids of power plants or invested by themselves or they participated in. Public power plants shall not be changed into self-owned ones. Power consumers in the pilot regions shall bear the state-specified governmental funds and surcharge as well as political cross subsidization, which are collected by distribution companies and paid by provincial power grid enterprises for these consumers. For those consumers, subject to differential electricity pricing and punitive electricity pricing, preferential electricity pricing and subsidies shall not be provided in the name of pilots.
