It’s learned from National Development and Reform Commission (NDRC) that NDRC and other 8 departments jointly issued Instruction on Promoting Electricity Substitution. The Instruction expresses clearly that electricity substitution will be promoted in four key fields, including heating of northern citizens, production and manufacturing, traffic and transportation and power supply and consumption.
Relevant official in NDRC introduced that in current period, the atmosphere pollution inChinais serious and one of the main causes for serious haze is consumption of massive firing coal and fuel. Electricity substitution is of important meaning for promoting energy consumption reform, implementing national energy strategy and promoting clean energy development. The electricity in electricity substitution is mainly from renewable energy power generation and a part from super-low coal emission generation unit.
The four key fields of electricity substitution specified in the Instruction: the first is heating of northern citizens, mainly for the urban areas, suburbs and countryside beyond coverage of gas (heating) pipeline and the areas using massive firing coal for heating; the decentralized coal firing facilities with be substituted with multiple electric heating means, such as heat accumulating type electric boiler, heat accumulating type electric heater, electrothermal film, etc. The second is field of production and manufacturing, generalizing electric boilers, electric furnaces, electric irrigation will be generated in industry and agriculture. The third is traffic and transportation, electricity will be used to substitute power of various cars, ships anchoring in ports, airport bridge and support facilities, etc. The fourth is power supply and consumption, mainly meeting the demand of operation in electricity system itself. For example, energy storage equipment can improve the capability of peak regulation and frequency regulation and promote transmitting power load peak to supplement the bottom part.
According to introduction, within period of “the 13th 5-year plan”, China will promote electricity as substitution to the above 4 fields, realize substituting firing coal in the part of consumption at energy terminal; the fuel consumption is about 130 million tons of standard coal; the percentage of electricity coal in total coal consumption will rise by about 1.9%; the percentage of electricity consumption in energy consumption will rise by about 1.5%; the electricity consumption percentage will be promoted to be 27%. It’s expected to increase electricity consumption by about 450 billion KWH; smoke, sulfur dioxide and nitric oxide will be decreased by 300 thousand tons, 2.1 million tons and 700 thousand tons respectively.
